Bunker fuel quality is an enduring problem for suppliers and vessels alike.
HFO is cheap compared to other fuels.
But it is expensive in the quantities used.
With the current high price of fuels, fuel has become the single biggest operating cost for many vessels.
It can be as high as 80-90%.
The quality has tended to reflect the price not the value.
Today, however, what was an accepted as something to be managed or endured now must be resolved.
Financial risks have grown and new risks from bad bunkers include criminalisation of the operators for marine pollution events.
MARPOL 73/78 Annex VI regulation 18 is the most significant change and it is focusing supplier and operator attention on quality assurance.
